Objective
The objective of Piggy Piggy is to be the first player to score eight points.
Setup
- Shuffle all of the cards.
- Deal five cards facedown to each player. You can look at the cards you are dealt, but you can’t show them to other players.
- Place the rest of the cards facedown on the table to create the draw pile.
- Set the five pig figures in the center of the table where everyone can reach them.
- The youngest player starts the game.

How to Play Piggy Piggy
Each player’s turn consists of four different steps.
- Play Cards
- Steal Pigs
- Draw Cards
- Score Points
You will complete the four steps in order. After you have completed the fourth step, your turn ends. Play moves to the player on your left, who takes the next turn.
Play Cards
There are two different types of cards in Piggy Piggy. Most of the cards are Food cards. The Food cards are different colors and feature food items on them. The other type of cards are Goat cards. On your turn you can play one type of Food cards, and as many Goat cards as you want. You can play the Food or Goat cards in any order.

Food Cards
If you choose to play Food cards, you will choose one color/type of food. Find all of the cards from your hand that match the color/type of food you chose. You must play all of the matching cards from your hand. Place all of the matching cards face up in front of you on the table. The cards should be placed where you can see the food icons at the top of the cards.

Should you already have cards in front of you that match the color you played this turn, you will add the cards you played to the matching cards already on the table.

Goat Cards
When you play a Goat card, you will choose another player to play the card against. Choose one of the colors that player has played in front of themselves. Take one of the cards from the chosen stack (you get to choose), and add it to the discard pile. The Goat card you played is also added to the discard pile.

You can play as many Goat cards as you want on your turn (obviously up to the amount you have in your hand). For each Goat card you play, you will choose a player and one of the colors they have played. You can choose a different player and color for each Goat card you play.
Should a player lose the lead in a color (see the Steal Pigs section below), they will lose the corresponding pig to the player who now has the lead in the color. If no one else has the color or there is a tie for the lead, you will return the pig to the middle of the table. The player who lost control of the pig also has to discard all of the cards of the color matching the pig they lost.
Steal Pigs
After you are done playing cards, you will look to see if you can steal any of the pigs from the middle of the table or from another player.
Look at each color of cards in front of you. For each color count up the number of food icons at the top of the cards. Each icon counts as one for your total.

Then compare your total for each color versus each other players’ total for that color. If you have a higher total in the color than any other player, you will take the corresponding color pig and place it on top of your stack of cards. Should the pig be in the center of the table, you only need one point of the color in order to take the pig. If you steal the pig from another player, the player you steal it from has to discard all of their cards of the corresponding color from the table.

Should you tie another player for the highest total for a color, you can’t steal the pig.
On your turn you might not be able to steal any pigs, or you may end up stealing multiple pigs.
Draw Cards
After you have finished potentially stealing pigs, you will draw cards from the draw pile and add them to your hand. You will draw cards until you have five cards in your hand.
Score Points
To end your turn you will see if you scored any points this turn.
Should you have no pigs in front of you, you score no points and can skip this step.
If you have one or more pigs in front of you, look at the cards that you just drew. If any of the cards you just drew match one of the pigs in front of you, you will show them to the other players. You will then place them facedown in a pile in front of you. This pile of cards becomes your score pile. Each card you place in your score pile is worth one point. Once a card is placed in your score pile, it remains there for the rest of the game. A player cannot use a Goat card to steal a card from your score pile.

Should you put any cards in your score pile, you will have less than five cards in your hand. You do not get to draw additional cards to replace the cards you put in your score pile. Should you add all of the cards from your hand to the score pile, on your next turn you will skip the first two steps of your turn. You will begin by drawing cards and then score any cards you draw that match the pigs you have.
Your turn then ends. Play passes to the player on your left.
Winning Piggy Piggy
The game ends as soon as one player scores eight points. The player with eight points wins the game.

If a player steals a pig as a result of another players goat, and the player that now has the pig has additional cards of that colour in their hand, do they count as points? If so when would you score them?

If I am understanding your question correctly, another player played a goat taking a card from the player that had the lead for one of the colors. That player's total in the color is now less than your total (you aren't the player that played the goat card). Therefore you take control of the color and take the pig.
In this case you would not score any points for the cards in your hand. You only score points for cards that you draw once you have the majority of the color. In this case you could play the cards to the table to extend your lead in the color. You will only score points for cards of the color after you take the majority though.

What happens if the draw pile runs out before the game is over? The discard pile contains mostly goats so there will be a predominant amount of goats.

The rules don't specifically say what happens when the draw pile runs out of cards. Therefore it is up to the players to decide what they want to do.
You could choose to end the game. Whichever player has the most points would then win.
Otherwise you could reshuffle the discard pile. A much higher percentage of the discard pile will be goats than at the start of the game, but there will still be color cards as well. Each goat card that was played would add a color card to the discard pile. Each time a player steals one of the pigs from another player, the player who lost the pig has to discard all of the cards of that color from in front of themselves. This adds a decent amount of color cards to the discard pile.
Since the rules don't say how to handle it, it is ultimately up to you to decide how you want to handle it. I personally would shuffle the discard pile and keep playing, but I could also see just ending the game and giving the win to the player with the most points.

If someone goats another player to steal the pig, but they still end up with less food count than someone else. Do they steal the pig? Or does it go to the player with the higher number that didn't steal?

@Eric Mortensen, what happens if the goat is used to steal a pig but two people have the same amount of pigs after the current holder of the pig discards? Does the person who played the goat take the pig or does it go back into the center until one of the remaining two players can add to their pile to break the tie?

Once a Goat card is played against a player, all of players will count up how many symbols they have of the corresponding color. If one or more players have more of the symbol than the player that the Goat was played against, the player that the Goat card was played against must discard all of the corresponding colored cards. The rest of the players then compare how many of the symbols they have in front of them. Whichever player has the most symbols of the color takes the pig. It will only go to the player that played the Goat card if they have the most of the symbol.

You should always be able to play at least one card on your turn. You can either play a new color of cards or add to a color of cards that you have already played. While it is better to play a set of cards that are the same color, you can always just play one card.
